Consultation 1 – Proposal to introduce mandatory card payments facilities in Hackney Carriage (taxi) and private hire vehicles

Swansea Council is consulting members of the taxi and private hire trade in Swansea in relation to two matters, this first email relates to the proposal to add conditions to taxi and private hire vehicle licences to require card payment facilities to be available for customers to use.  A second email will follow in relation to the second consultation regarding the proposal to review the Suitability Guidance for licence holders and new applicants.
 
In this consultation, it is proposed that card payments would make it easier and faster for customers to pay, and they wouldn’t need to ask drivers to stop at cash machines. Offering different payment options also helps improve customer safety in Swansea.
 
Please note that in these proposals, all proprietors would be required to take debit card, credit card and contactless card payments. Those proprietors who currently take cash payments would continue to do so under these proposals providing that they also give passengers the option to pay by card.
 
The proposed conditions are:
 
The proprietor shall ensure that passengers are given the option to make payment for all journeys, via a debit card, credit card and contactless card payment.
The proprietor shall ensure that all drivers of the vehicle are trained on how to use the card payment system and are aware that passengers must be able to have the option to make payment in this manner.
Where a fault in the card payment system is identified, the proprietor must arrange repair/replacement within 48 hours.

Dear Swansea Council 

Your Proposal to introduce mandatory card payment facilities in Hackney Carriage (taxi) and private hire vehicles is illegal.

To impose Mandatory measures without informed consent is criminal. In your letter, quote: Card payments would make it easier and faster for customers to pay, and they wouldn’t need to ask drivers to stop at cash machines. Offering different payment options also helps improve customer safety in Swansea. End of quote

This is half the truth. This is what you said about the COVID-19 vaccines: safe and effective. They end up neither safe and neithert effective.

With cash, you have no bottlenecks, no middleman.

What about the hidden fees?

Did you let the people know that if the internet is not working, they can not pay? Like happened at Greggs bakery in 2024. It happened to me on 20 June 2025, Lagland Bay, no internet, we had to drive to Newton for reception. Who is going to pay for the extra miles?

Google Pay and Apple Pay bottlenecks, and middlemen need 2 internet providers. The customer and the driver, 2 working mobile devices, a charged card terminal, Bluetooth connectivity from the driver’s mobile to the terminal, and 2 online banks to work with.  Google Pay and Apple Pay have 6 to 8 bottlenecks and middlemen. If one of them is not working, the customer can’t pay.

Then we have to get all the payments at the front like Uber. 

Every transaction made, 1%-3% gets lost to the card payment provider.  The card payment provider can increase the transaction fee at any time.

 Informed consent. Card payment providers’ shareholders killed over 31 million people in the last few years? With vaccines, herbicides, and weapons?

 Informed consent, the Bank of England’s Digital currency will be programmable, and people like party animal Boris Johnson or Jimmy Shavile’s friend Kir Stamer can program the currency? 

 Informed consentyou spent over £250.000 every year on transaction fees? 

 Informed consent the new digital pound have a carbon footprint tracker? And will get lunched very soon.

Digital Pound can turn negative interest if the government asks.

Informed consent, the Non-Governmental Organization WHO treaty can restrict your card movement? It will work only a few miles from your house during the next “pandemic”.

The 128-page Bank of England PDF says you can have cash, but you will not need it. What does this mean? Are UK companies going cashless? Like Bristol Parking Airport went cashless in June 2025. 

According to my last emails, I have already proven to you that your Judgement is wrong in many things. Most of you should be in jail for mass murder, fraud, treason, to name a few. 

You advertised and coerced young people to have dangerous vaccines so that they would visit bars, cinemas, and the rest.

 I know 3 people in Swansea with heart problems. I hope they will testify against you.

You promise us the vaccines are safe and effective. After a few months, Astrazenica has been banned. How many people do you kill with your vaccine campaign?

Don’t tell me that the vaccines saved millions is already debunked. I have an army of doctors and reports to prove otherwise. According to the WHO website https://www.vigiaccess.org/ 

5 783 276 Reports of side effects. Of them  27 662 proven immediate deaths. The people who died a few weeks after vaccination are not included. An award-winning team, Corrolation from Canada, studied the publicly available statistics of 125 countries and found 31 million access deaths in the first 2 years of vaccination. These deaths are from the vaccines. You are complicit in mass murder.

Between 70 – 80 UK councils have either banned glyphosate outright or turned to a chemical-free option. 

Swansea Council is spending £118.000 every year on the carcinogenic chemical Glyphosate. My neighbour’s dog died one day after you sprayed Broco Glyphosate. Is it a coincidence?

You’re monopolizing the Market, and in a few years, Black Rock will own everything in Swansea.

Black Rock is the biggest investment giant they have shares in the following companies: Visa, MASTERCARD, Uber, Flixbus, Google pay, Apple pay, Microsoft, Amazon,ebay,  Disney, Netflix, Tesco, Asda, Sainsburys, B&Q, Toolstation, Screwfix, Travis Perkins, City Plumbing, Booking.com, Airbnb, Easyjet, All the car manufacturers, cigarettes, Alcohol, Radio, TV, Boats, Insurance, fuel, Electricity, Gas, McDonalds, KFC, BP, Shell to name few.

BlackRock has shares in weapon manufacture. Sold guns to Ukraine and Israel and bought the fertile land for nothing, Landgrab.

This is only a few of the problems with card payments. The people will not be Happy to find out that Corrupt politicians can program your account. Most of the British Parliament must go to jail for mass murder and treason. I don’t want mass murderers to program my life and my money. 

We need a referendum and informed consent; otherwise, I do not agree to your proposal. Britcard and a Cashless society is a 1984 nightmare in your murderous hands means billions will die.

Dear Mr Bouzalakos

As the Licensing Manager, I am writing formally to address a matter of concern regarding your recent conduct, which has been deemed unacceptable and inconsistent with the standards expected of a customer and licence holder with Swansea Council.

On two separate occasions, namely 20th and 24th June 2025 you sent two emails to staff via taxilicensing@swansea.gov.uk where the language used was threatening toward staff of this Authority.  This behaviour is not only disappointing of a licence holder but is also concerning in line with current guidance relating to the suitability of licence holders within the licensed taxi trade.

Your last email which is attached below, is in response to an awareness email sent you regarding changes to Castle Square.  Your comments are not at all relative to the email sent to you and I would ask you to refrain from sending such emails in the future.

As an authority we take such matters seriously.  Please be advised that continued behaviour of this nature may result in further action by way of referring the matter to the Complaints Manager with a view to implementing the Unreasonable Customer Behaviour Policy (‘The Policy’) of this Council and or referral to the General Licensing Committee to review your continued fitness and propriety to hold such licences in the future.
